The Toronto Fire Services 2025 Annual Report provides an overview of the fire protection services provided to Toronto's residents and visitors, along with a clear and transparent reporting of outcomes and service level performance. Toronto Fire Services provides Toronto residents, visitors, and businesses with world class fire protection services, through public education, fire prevention and all-hazards emergency response services. Toronto Municipal Code Chapter 79, Fire Services, requires the Fire Chief to prepare and present an annual report to City Council. This report fulfills that requirement and provides Council with an update on fire protection service levels, service level performance, and an overview of the numerous achievements and accomplishments in 2025.

At its meeting on June 22, 2026, the Housing Rights Advisory Committee considered Item HS12.4 and made recommendations. Summary from the Housing Rights Advisory Committee: Toronto is facing an urgent and growing homelessness and housing crisis that continues to place significant strain on individuals, communities, and existing social housing systems. Encampments, shelter overcapacity, and increasing demand for rent-geared-to-income housing reflect a system under pressure and in need of immediate, coordinated intervention. A key gap in the current system is the lack of appropriate supportive housing for individuals exiting homelessness—particularly those living with complex mental health and addiction challenges. Without adequate supports, many individuals struggle to maintain stable housing, contributing to cycles of eviction, homelessness, and overburdened social housing infrastructure. The City must take action to alleviate strain on shelters and ensure tenants can access homes with appropriate levels of support. This report recommends that the City of Toronto, as Landlord, enter into a long-term lease and Community Access Agreement with Tempo Basketball Club Inc. (Tempo) to enable development of a new Women's National Basketball Association practice facility with secured year-round community access, plus related public amenities. The proposed lease of City-owned land to Tempo Basketball Club Inc. would have an initial term of 40 years, with two options to renew for a further 20 years each, and would leverage private investment to deliver substantial community benefits. In addition to secured year-round indoor public recreation access, the first agreement of its kind for a Women's National Basketball Association practice facility, these benefits include a new public park featuring outdoor basketball courts, washrooms and other public realm improvements. Since the Province first announced their desire to expand the Island airport, we have demanded to see the plans and worked to understand the potential impact it would have on our city. Impacts on new housing, new parks, air and water quality, congestion, wildlife and more. We also sought to learn who would benefit - in particular, if Wall Street bankers at JP Morgan stood to profit. Despite the Toronto Port Authority hiding plans from Torontonians, going so far as asking City officials to sign non-disclosure agreements, the Province passed legislation to expropriate City land. Little Norway Park and the entirety of the Toronto Islands, including Hanlan’s Point Beach, is being taken away from the people of Toronto. City Council has formally opposed this unacceptable overreach and land grab. The Federal government has since shared they would not support the expansion of the Island airport. They listened to the thousands of Torontonians who raised their concerns and made the right decision. This Report recommends approval of an application to amend Official Plan Amendment 731 and Site-Specific Zoning By-law 1166-2025 to permit an increase in height from 31 to 45 storeys (90 to 158.5 metres, excluding mechanical penthouse), changes to the building massing, and an increase from 490 to 684 residential dwelling units, including 545 affordable rental units. An Official Plan Amendment is required to amend policies within Chapter 7 Site and Area Specific Policy (SASP) 533 to reflect the revised building height.
