Beginning in March 2026, the Toronto Port Authority and Province of Ontario have made a series of announcements about a proposed expansion of Billy Bishop Toronto City Airport (BBTCA). These announcements, by way of press conferences and media interviews, have been issued outside of the established and governing Tripartite Agreement. As of the date of submitting this report, the City has not received any specific plans or details regarding the proposed expansion. On May 28, 2026, the Province passed Bill 110, Building Billy Bishop Airport Act, 2026 (Bill 110) which enables the Province to assume the City’s role in the Tripartite Agreement and take ownership over certain City-owned lands in Bathurst Quay and the Toronto Islands. The Province has also proposed declaring BBTCA a Special Economic Zone to enable a land mass expansion to lengthen the existing runway, enabling jet aircraft, among other things. Designation as a Special Economic Zone would empower the Province to exempt the project from various municipal approvals. On August 17, 2021 Official Plan and Zoning By-law Amendment applications were submitted to the City for an 8 storey non-residential building, two residential buildings of 11 and 27 storeys, and a 3 storey above grade parking structure at 189 and 195 Old Weston Road. The proposed development included a total gross floor area of 34,361 square metres, including 4,410 square metres of employment office space and 296 residential units. On June 11, 2025, the applicant appealed the Zoning By-law Amendment application, but not the Official Plan Amendment application, to the Ontario Land Tribunal due to Council not making a decision within the timeframe prescribed by the Planning Act. On January 28, 2026, the applicant appealed the application for an Official Plan Amendment due to Council not making a decision within the timeframe prescribed by the Planning Act. The City Solicitor requires further directions for an upcoming 10-day Ontario Land Tribunal hearing scheduled to commence on September 16, 2026.

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 9-storey long-term care facility at 60 Guildwood Parkway. The Official Plan Amendment proposes a redesignation of the subject property from Neighbourhoods to Institutional Areas to facilitate the proposed development and would introduce a new Site and Area Specific Policy. A total gross floor area of 29,848 square metres is proposed, consisting of 512 resident rooms and associated long-term care uses, resulting in a floor space index (FSI) of 0.98 times the area of the lot. A Holding (H) provision is recommended to be included in the Zoning By-law Amendment for the subject site to ensure that the identified infrastructure matters are addressed to the satisfaction of the Director, Engineering Review, Development Review. The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The purpose of this report is to provide the TTC Board with an update on the TTC-Metrolinx Master E-Fare Collection Outsourcing Agreement. The 2012 TTC-Metrolinx Master E-Fare Collection Outsourcing Agreement (the “Agreement”) has an initial term of 15 years, which expires on November 28, 2027. The automatic renewal clause for five years (to 2032), is no longer applicable as Metrolinx provided notice to the TTC to opt-out of the automatic renewal and their intent to negotiate a new contract in May 2025. At the April 16, 2026 meeting, the TTC Board directed TTC staff to complete a market sounding to understand value for money of current industry offerings for an automated fare collection system. A request for information (RFI) was publicly posted on May 27, 2026, for submissions until July 17, 2026. TTC staff will evaluate RFI submissions upon closure date.

At its June 3, 2026 meeting, the TTC Board directed staff to report to the July 22, 2026 Board meeting with recommendations on options to commemorate former TTC Chair Howard Moscoe and his contributions to the Toronto Transit Commission, including consideration of a commemorative naming, and further directed that staff consult with the family of Howard Moscoe and relevant local stakeholders in developing the recommendations. Mr. Moscoe, a former Chair, Vice-Chair, and Commissioner of the TTC, passed away on May 23, 2026 at the age of 86. Following a review of commemoration options, TTC staff recommend a commemorative naming: the naming of the atrium at Yorkdale Station to the Howard Moscoe Atrium – the space that will once again house Michael Hayden’s Arc en Ciel light installation. This site was selected based on its visibility, its direct connection to Mr. Moscoe’s life and work, and feasibility for naming. After the TTC removed the original Arc en Ciel installation in the 1990s, Mr. Moscoe championed its return for years and was instrumental in advancing its restoration. This Report reviews and recommends approval of the application to amend the Zoning By-law to permit the construction of an 11-storey mixed-use building at 3310, 3312, 3314 Kingston Road. The proposed building contains 275 residential dwelling units, approximately 18,829 square metres of residential gross floor area and approximately 408 square metres of at-grade non-residential gross floor area that will front Kingston Road. The proposal takes vehicular access from Mason Road and provides two levels of underground parking, indoor and outdoor amenity areas, bicycle parking and loading facilities. Staff recommends approval of the Zoning By-law Amendment to include a Holding (H) provision to ensure final servicing matters are addressed prior to construction. The proposed Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. It permits appropriately scaled intensification and incorporates a balanced mix of residential and non-residential uses.
