Majority required - BL43.1 - Introduce and Pass General Bills
On July 26, we joined members of the waterfront community who were celebrating the federal government’s decision to not move forward with the expansion of the Island airport. In recognition of the tens of thousands of Torontonians who made their voices heard, and to show more people why the Toronto Islands are so special, we’re going to make the ferry for kids and seniors for the month of August. The recommendation below makes the Child, Youth and Older Adult round-trip ticket categories free next month (infants already ride free). We hope that families, young people and seniors take advantage of these free fares, visit the Island, have fun and see why this green space is so precious. This motion is urgent as this is the last meeting to allocate the funds.

In 2025, the Toronto Blue Jays had a historic season that culminated in a run to the World Series Championship series. The season not only united our city in a shared celebration of the team's accomplishments but also translated that momentum into significant fundraising success for the team’s official philanthropic body, Jays Care Foundation. Jays Care Foundation uses baseball to teach life skills, build community spaces, and help kids in marginalized communities through programs and grants that increase access to sport. Through its Field of Dreams program, Jays Care Foundation also provides grants to build, enhance, and refurbish safe local baseball diamonds and community infrastructure across Canada. Using a portion of fundraising proceeds, leadership of the Jays Care Foundation has expressed an interest in partnering with the City of Toronto to deliver the Jays Care Academy, a purpose-built community recreation hub that expands access to baseball infrastructure in Toronto. This hub would include an indoor facility and up to four fields, used for foundation programming and community use. This vision is modeled on other Major League Baseball Youth Academies, built in partn…

On January 24, 2025, the City received a Zoning By-law Amendment application for 1410 to 1416 Eglinton Avenue West to permit the construction of a 43-storey building with 442 dwelling units and 184.4 square metres of retail space on the ground floor. The applicant appealed City Council's neglect or failure to make a decision on its application for the Zoning By-law Amendment, to the Ontario Land Tribunal on May 12, 2025. The City Solicitor requires further directions for upcoming Ontario Land Tribunal hearing scheduled for October 20 to November 6, 2026.

Over recent weeks I have been listening closely to residents of Scarborough Southwest, including the more than 100 neighbours who attended our community meeting on the proposed STACK Infrastructure data centre expansion at 3650 Danforth Avenue. Residents have raised serious and thoughtful concerns about the project’s scale, its electricity and water demands, noise and backup generators, the level of local employment and community benefit, and the fact that a facility of this magnitude is proceeding through delegated Site Plan Approval without a public meeting or a vote of City Council. These concerns deserve to be represented clearly and answered before any decision is finalized. In March, Council directed the Chief Planner and other City officials to develop a Toronto-specific approach to artificial intelligence data centres — addressing land-use compatibility, electricity-grid capacity, water use, environmental impact, and the cumulative effects of this kind of development, with staff expected to report to the Planning and Housing Committee in 2027 (see MM39.47). This application is now moving forward while that policy work remains underway. This motion seeks to ensu…

Majority required - MM43.75 - Adopt the item as amended
This report recommends that City Council approve the proposal to erect a structure on, and adjacent to the property at 2 Whitney Avenue under Section 42 of the Ontario Heritage Act. The majority of the property under consideration is owned by the City of Toronto The subject site is a B-rated property located in the North Rosedale Heritage Conservation District. The applicant is seeking approval for the retention and completion of a partially constructed masonry wall, a structure that was erected without a heritage permit. All public and private lands within the boundaries of a heritage conservation district are designated under Part 5 of the Ontario Heritage Act. The applicant’s proposal has been revised from the original design (which was previously refused) and staff are of the opinion that the new application complies with the North Rosedale District Plan, the Parks Canada Standards and Guidelines for the Conservation of Historic Places in Canada and the Official Plan. As such, staff recommend that this application be approved, subject to conditions.
