On February 21, 2025, the City received an Official Plan and Zoning By-law Amendment application for 245 to 251 Marlee Avenue, 1 to 7 Romar Crescent and 16 Stayner Avenue to permit the construction of a 37 and 35-storey mixed-use building. The applicant subsequently appealed the Official Plan and Zoning By-law Amendment application to the Ontario Land Tribunal citing Council’s failure to make a decision within the timeframes specified the Planning Act. City Council has directed the City Solicitor and appropriate staff to attend the Ontario Land Tribunal in opposition to the application. The City Solicitor requires further directions with respect to this ongoing Ontario Land Tribunal appeal. No hearing dates are currently scheduled, although appearances may be scheduled during City Council's election break and instruction is required.

In December 2025, Transportation Services recommended permanent parking and traffic amendments to Dundas Street East and West to enhance transit service as part of 2025.TE27.51 Transit Priority Measures to Support the 505 Dundas 6-Minute Network. The transit priority measures (TPMs) implemented included expanding ‘No Stopping’ coverage of the AM and PM peak periods on weekdays, as well as new and expanded left-turn restrictions. These changes were in support of 6-minute headways on the 505 Dundas streetcar route from 7:00 a.m. to 7:00 p.m. daily, which began on November 15, 2026. The goal of the TPMs is to help improve the speed and reliability of the 505 Dundas route and minimize the risk of increased bunching and gapping associated with moving to a more frequent headway.

This report recommends that City Council adopt the West Chinatown Planning Framework and associated Official Plan and Zoning By-law amendments to guide growth, development and community investment in the West Chinatown area. The West Chinatown Planning Framework is an outcome of the Chinatown Tomorrow Planning Initiative, an interdivisional project that began in 2019. The initiative was informed by extensive public consultation and input of staff across City divisions as well as key stakeholder organizations. The West Chinatown Planning Framework provides direction on enhancing the public realm, supporting small businesses, improving and expanding housing and livability, preserving cultural heritage, and guiding built form. Its objectives will be implemented through future capital investment and development within the area. The report also recommends amendments to the Official Plan and Zoning By-law. The Official Plan Amendment would redesignate the Spadina-Dundas intersection in the Downtown Plan from Mixed-Use Areas 3 - Main Street to Mixed Use Areas 2 - Intermediate and removes Site and Area Specific Policies that are no longer applicable to the area. Official Plan and Zoning By-law amendment to permit a 7 storey (21 metres plus a 4 metre mechanical penthouse and rooftop amenity space) residential building at 922 Millwood Road. The proposed building would have a total gross floor area of 3,870 square metres including 83 square metres of retail uses at grade, 44 residential dwelling units and 29 vehicular parking spaces. Vehicular access to the development would be provided from a private driveway from Krawchuk Lane. The original application was for an 8 storey (26.3 metres plus a 4 metre mechanical penthouse) residential building with a total gross floor area of 5,084 square metres including 50 square metres of retail uses at grade, 60 residential dwelling units and 29 vehicular parking spaces. This Report recommends approval of the application to amend the Official Plan and Zoning By-law, with a holding provision. The Official Plan Amendment Application proposes to redesignate the block which includes the lands at 590-592 Roehampton Avenue, 7-29 Glenavy Avenue, and 7 Glazebrook Avenue from Neighbourhoods to Mixed Use Area. The Official Plan Amendment also proposes to designate the site to Mixed Use Area “C” on Map 21-4, to redesignate the site from Built-up Zone to Secondary Zone on Map 21-3 in the Yonge-Eglinton Secondary Plan, and to bring the site into the Bayview Focus Character Area on Map 21-2. The Zoning By-law Amendment application is to permit the redevelopment of 17-29 Glenavy Avenue with a 36-storey residential building (125.86 metres, including the mechanical penthouse). The proposed building would have a total gross floor area of approximately 27,471 square metres, resulting in a density of 13.1 Floor Space Index. This Report recommends approval of the application to amend the Official Plan and Zoning By-law to permit the development of a 14-storey residential building at 1-11 Vinci Crescent. The proposed total gross floor area is 23,373.34 square metres with 299 residential units, resulting in a density of 7.03 times the lot area.
