This Report recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 12-storey (47 metres, including the Mechanical Penthouse) residential building with approximately 172 dwelling units, including four live/work units on the ground floor. Amendments to the Official Plan include redesignating the subject lands from Neighbourhoods to Apartment Neighbourhoods and deleting Site and Area Specific Policy (SASP) 365. The application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan.

This report recommends that City Council refuse the alteration to the designated heritage property at 9 Drumsnab Road under Section 42 of the Ontario Heritage Act. The subject site is a "B-rated" property located in the South Rosedale Heritage Conservation District (HCD). The applicant proposes to remove the existing original windows and to enlarge certain features of the entryway assembly, including the sidelights, transom window, and door opening. These alterations do not comply with the South Rosedale HCD Plan, the Parks Canada Standards and Guidelines for the Conservation of Historic Places in Canada, and the Official Plan. As such, staff are recommending that this application be refused.

On July 10, 2025, an application to amend the Zoning By-law was submitted (the "Application") and deemed complete on November 6, 2025, satisfying the City's minimum application requirements. The Application seeks to permit three four-storey residential buildings with approximately 125 dwelling units at 3100 Weston Road. The Carmine Stefano Community Centre and existing heritage structures, including the main house, garage and pumphouse on the subject lands are to remain. On February 23, 2026, the applicant appealed the Application to the Ontario Land Tribunal (“OLT”) due to Council’s failure to make a decision within the time frame in the Planning Act. This Report recommends that the City Solicitor, with the appropriate City Staff, attend the OLT hearing to oppose the application in its current form and to continue discussions with the applicant to resolve any outstanding issues.

This staff report concerns a matter for which the Etobicoke York Community Council has delegated authority from City Council to make a final decision. This report responds to an application submitted by the property owner of 4 Berryton Avenue, requesting approval for a site-specific Fence Exemption under Toronto Municipal Code, Chapter 447 - 1.3C.(3) Fences, for a proposed pool fence located at 4 Berryton Avenue within the Etobicoke York District. The purpose of this report is to advise Council concerning an application by the property owner of 4 Berryton Avenue for a site-specific Fence Exemption, pursuant to Section 447-1.3.C.(3) of Toronto Municipal Code, Chapter 447, Fences. The property owner is seeking Council's permission to allow for a Juliette-style gate, which does not comply with the standards stipulated by Section 447 - 1.3C.(3) of the by-law. Excessive and unnecessary noise, including from modified vehicle exhaust systems and other sources, continues to negatively impact the quality of life, public health, and well-being of Toronto residents. Community-based advocacy, including the work of No More Noise Toronto, has played an important role in elevating awareness of noise as a significant urban health issue, collecting real-world sound data, and engaging residents and policymakers to advance more effective noise prevention and enforcement strategies. Their efforts have highlighted gaps in current enforcement frameworks and the limitations of existing complaint-based systems, particularly with respect to persistent and high-impact sources such as motor vehicle noise. Existing enforcement tools for noise bylaws are often resource-intensive, complaint-driven, and limited in their ability to consistently identify and deter offenders.
