Toronto Municipal Code, Chapter 545, Licensing, requires a variety of businesses to obtain a licence from the City and comply with its regulations for the purpose of public health and safety, consumer protection, and nuisance control. Pet shops are currently the only type of business licensed by the City that keep animals on-site, leaving other pet-related businesses, such as kennels or grooming salons, unregulated. This report recommends amendments to Chapter 545, Licensing, Chapter 349, Animals, and Chapter 441, Fees and Charges, to modernize regulations for businesses that house or care for animals for business activities. The proposed changes aim to enhance animal welfare and facility standards, reduce nuisance concerns, improve consumer protection, and establish appropriate oversight at the municipal level. This report responds to two directives from City Council to (1) review possible amendments to introduce a new pet establishment business licence class to regulate all businesses for the sale of, grooming, training, daycare or the overnight boarding of animals, as well as review zoning by-law regulations for kennels and pet services in relation to the proposed licence ( 202…

On December 6, 2024, Scarborough Community Council requested through item 2024.SC18.20 that the City Manager and the General Manager Parks, Forestry and Recreation undertake a review of the name “Cynthia Lai Park” in order to rename Rosebank Park to honour the late Councillor Cynthia Lai, who represented Ward 23 – Scarborough North, in accordance with the City of Toronto’s Commemorative Framework and the City of Toronto Property Naming Policy. Parks and Recreation worked with Strategic Partnerships in the City Manager’s Office and consulted with the local Councillor to identify Rosebank Park as an appropriate location to commemorate the life, public service, activism and lasting impact of the late Councillor Cynthia Lai.

When Environment Canada issues a heat warning, the City’s Heat Relief Strategy protocols are activated. That includes spaces where people can cool off, longer swimming pool hours, surge shelter spaces and other actions. However, when it’s really hot, these actions don’t always go far enough. And this year, the challenges are compounded by a number of factors. Project Water is unable to deliver water bottles to people experiencing homelessness, which they have done for 25 years. For the first time in many years, the humidex reached the threshold of 46 degrees, and health and safety standards came into effect that closed some pools. Ahead of the recent heat event on June 22, the Mayor’s office worked with City staff to rapidly deploy three additional water trucks to operate 24/7. As well as acquire 14,000 bottles of water and distribute them through Streets to Home outreach workers. We have also worked with City staff to ensure more lifeguards are deployed to pools, more shade structures are put up, and medical professionals are available - to ensure pools are well staffed, staff are healthy, and pools can stay open. Further, on June 22, through coordination…
