Located on the northeast corner of Danby Avenue and Yeomans Road, south of Sheppard Avenue West, west of Bathurst Street, the subject property at 55 Yeomans Road comprises a Modernist style synagogue, known as the Beth David B’nai Israel Beth Am Synagogue, completed in 1959 to the designs of celebrated modernist Canadian architect Irving Grossman and artist Graham Coughtry. The Beth David B'nai Israel Beth Am Synagogue was identified in the North York Modern Inventory in 1997. The property at 55 Yeomans Road has been researched and evaluated by staff using the criteria prescribed in Ontario Regulation 9/06 and meets one or more of the provincial criteria for determining cultural heritage value or interest and is believed to be of cultural heritage value or interest. The worsening housing crisis demands heightened action and investments from all orders of government. In response to the urgent need to ramp up efforts, on September 6, 2023, City Council adopted Item EX7.2 - 'Urgently Building More Affordable Homes ', and directed the Deputy City Manager, Development and Growth Services, among other things, to: - Create a plan, implementation framework and timeline to achieve 25,000 new rent-controlled homes, in addition to the City's previous HousingTO 2020-2030 Action Plan (HousingTO Plan) target of 40,000 affordable rental homes; and - Report back on an effective alignment of resources, mandates, structure, and personnel of all City of Toronto agencies, boards, commissions, corporations and divisions involved with housing, in particular Toronto Community Housing Corporation and CreateTO, that would enable the City of Toronto to build new public and community housing in collaboration with co-ops, non-profit housing providers, governmental organizations, and other partners. The applicant applied to the Committee of Adjustment requesting a variance from City-wide Zoning By-law 569-2013 related to the maximum permitted height of an ancillary building or structure (Application Number A0328/23EYK) (the Application). The Application seeks to legalize and maintain an addition at the top of an existing cabana in the rear yard. On October 26, 2023, the Etobicoke York District Panel of the Committee of Adjustment refused the Application (Decision in Attachment 1). The applicant has appealed the refusal to the Toronto Local Appeal Body (the Appeal). In a report from the Director of Community Planning, Etobicoke York District dated September 28, 2023, Community Planning Staff raised concerns and recommended that the Application be refused (Staff Report in Attachment 2). Planning Staff opined that the Application does not meet the four tests for a minor variance under Section 45(1) of the Planning Act. In particular, Community Planning Staff opined that the prevailing height of ancillary structures in the neighbourhood is the as-of-right zoning condition and that the Application fails to respect and reinforce the character of the neighbourhood. This Motion will…

In June 2020, City Council received a petition signed by close to 14,000 individuals calling for Dundas Street to be renamed, citing its namesake Henry Dundas’ role in delaying the abolition of the trans-Atlantic slave trade. In July 2021, City Council voted to rename Dundas Street (2021.EX25.1). Council directed the City Manager to convene a Community Advisory Committee to develop a shortlist of new names for Dundas Street and other City-owned assets bearing the Dundas name, and a transition plan to support impacted residents and businesses. A 20-person Recognition Review Community Advisory Committee (CAC) convening Black and Indigenous leaders, along with other diverse residents and business owners living and working along Dundas Street, was formed in fall 2021. Members were recruited through the City’s Confronting Anti-Black Racism Unit and the Indigenous Affairs Office, in partnership with City Councillors representing wards that include Dundas Street. The membership of the CAC represents a broad spectrum of leaders from Toronto’s Indigenous, Black and equity-deserving communities. The CAC met regularly over the past two years, with a brief hiatus over the mu…

On April 29, 2022, the City received a Zoning By-law Amendment application for 975 Danforth Avenue (the "Site") to permit the construction of a 10-storey mixed-use building with commercial uses on the ground floor and 57 dwelling units above. The applicant appealed City Council's neglect or failure to make a decision on its application for the Zoning By-law Amendment (the "Appeal"), to the Ontario Land Tribunal on November 18, 2022. The City Solicitor requires further directions for an upcoming 5-day Ontario Land Tribunal hearing scheduled for February 26, 2024. This matter is urgent and should not be deferred.
