PortsToronto must meet a federal regulatory requirement to have Runway Safety End Areas (RESA) at Billy Bishop Toronto City Airport (BBTCA) by July 12, 2027. RESAs are level ground past the ends of a runway created to mitigate the impact when an airplane over or under shoots either end of a runway. Airports in Canada are now required to have a minimum of 150 meters of safety length beyond runway ends. The City is hosting a public meeting on this issue on September 24, 2024. A supplementary report will be provided to the Executive Committee after the public meeting. This supplementary report will provide an overview of the federal requirement and the RESA options at BBTCA. It will also provide City staff comments on PortsToronto's RESA options and requests, and the decisions and approvals that may be required as a result of these requests. Further, City staff will summarize public consultation on this matter.

The 2025 Operating Budget Submission includes in-year changes, and base changes as detailed in the recommendations in this report.

An original Zoning By-law Amendment application for 4195 and 4221 Dundas Street West, and 556 - 564 Prince Edward Drive North was submitted to the City in March, 2016, and was appealed to the Ontario Land Tribunal on May 13, 2022. A subsequent Official Plan Amendment application was appealed to the Ontario Land Tribunal on September 26. 2022, with both appeals citing City Council's failure to make a decision on the applications within the time period prescribed under the Planning Act. A three-week hearing is scheduled to comments on October 28, 2024. On April 21, 2023, with prejudice plans for a revised development proposal for a larger development of the site were submitted to the City for two mixed-use 14-storey towers on a six-storey base building, two nine-storey mid-rise residential buildings, and 19 townhouse units within three townhouse blocks (the "April 2023 Plans"). The April 2023 Plans were the subject of an Appeal Report at City Council at its meeting on October 11 and 12, 2023, and the City Solicitor and appropriate staff were directed by City Council to attend at the Ontario Land Tribunal to oppose the applications. The City Solicitor requires further directions on t…

On September 28, 2023, House of Compassion, a non-profit housing provider, submitted a minor variance application (A0862/23TEY) proposing to build a laneway suite as an expansion of a residential care home use for their property at 169, 171, and 171½ Shaw Street. On November 29, 2023, the Committee of Adjustment approved the application. On May 10, 2024, my office shared an inquiry from House of Compassion with City Planning, providing some suggestions following their above-noted Committee of Adjustment application. The inquiry requested that staff investigate the possibility of amending the Zoning By-law to provide as-of-right permissions for other residential uses in laneway suites and/or garden suites including multi-tenant houses, group homes/residential care homes, multiplexes and co-living.
