Toronto continues to face an unprecedented housing affordability crisis across the housing continuum, with a lack of deeply affordable and supportive homes for those with low-incomes, and high rents affecting middle-income earners who aspire to live and work in the city. In Fall 2023, City Council adopted two key reports related to housing delivery: - Item EX9.3, which set the stage for the generational change to transform and strengthen Toronto’s housing system and expedite delivery of the HousingTO and Housing Action Plan targets. - Item EX10.2, which aligned the mandates of CreateTO and Toronto Community Housing (TCHC) and directed these organizations to work with the City on the delivery of the City's housing plans and targets, including new and explicit language on expectations and scope for greater alignment. This report outlines additional steps to advance the City’s role as a Public Developer and supporter of partner projects, by bringing a singular focus to City-led and supported housing development, and strengthening coordination between the City, CreateTO and TCHC to achieve the City's affordable rental housing goals. Specifically, the City will increase its…

I am writing to express my support increase the Parks, Forestry, and Recreation Capital Budget as I believe that reinvesting the revenues generated from the Guild Inn Estates sublease back into Guild Park and Gardens is a sustainable approach to ensuring the long-term vitality of this cherished community asset. Guild Park and Gardens is a significant cultural and historical landmark that offers numerous benefits to our community, including: - Preservation of Heritage: The park preserves important historical buildings fragments and landscapes. - Environmental Stewardship: It provides essential green space and supports biodiversity. - Community Engagement: It hosts a variety of cultural events and educational programs. - Economic Benefits: It attracts visitors and contributes to local tourism through the Clark Centre for the Arts, Guild Inn Estates and Significant photography and park permits. By reinvesting the sublease revenues, we can: - Fund Critical Repairs and Improvements: Provides a dedicated funding source for future projects, including the construction of public washrooms, the implementation of Parks, Forestry, and Recreation's three-year plan for Guild Park's trails, gard…

As part of the City’s application to the federal Housing Accelerator Fund (HAF), City Council directed staff to report back by the second quarter of 2024 on opportunities to enable as-of-right zoning for residential buildings with up to six units and four storeys city-wide. This would build on the recent adoption of permissions for multiplexes with up to four units and the Ward 23 (Scarborough North) Multiplex study exploring six-unit buildings that is currently underway. This report provides an overview of the current policy context and ongoing work to permit six-unit buildings city-wide; summarizes emerging trends and best practices in other jurisdictions for multi-unit residential buildings; identifies potential barriers; and sets out a proposed workplan to identify opportunities to expand permissions for six-unit and four-storey residential buildings city-wide. Should Planning and Housing Committee endorse this workplan, staff will undertake further analysis and stakeholder consultation and will report back in Q4 2025 with a proposals report outlining proposed amendments to advance for broader public consultation and implementation.

Christianity is the most followed religion in our country, with more than half of the Canadian population identifying as members of the Christian faith. The Canadian Charter of Rights and Freedoms even mentions God in its very first sentence. In December, Christians around the world prepare for their annual celebrations commemorating the birth of Jesus Christ; also known as Christmas. During this time, Christian faith groups utilize literature, art, music, gastronomy, and architecture to tell the stories of Jesus and his compassion, love, acceptance and the Good News of the Gospel he brought. December is associated with the tradition of gift giving and gathering of family, friends, and people of all faiths. Christian organizations and places of worship offer religious services, unique events, and initiatives that highlight a strong Christian heritage during the month of December. Despite the days, weeks and even months being dedicated to other religions and heritages, there is no such recognition for the Christian faith in Canada. As proud citizens of this diverse and culturally rich nation, we believe it is important to recognize and celebrate the contributions of all religious a…

In the City of Toronto, we uphold the principle of voluntary blood and plasma donation, acknowledging its vital importance as a public good. Our commitment derives from the lessons of Canada’s tainted blood crisis, which tragically claimed approximately 8,000 lives. The subsequent Royal Krever Commission urged a fully voluntary, non-payment oriented blood and plasma donation system. Within our Ontario healthcare system, we perceive blood donations as a priceless public resource, underscoring the need to safeguard the integrity of the public, voluntary donor system. The Voluntary Blood Donations Act of Ontario strengthens this stance, legislating against the payment of donors and prohibiting donors from receiving financial compensation for their blood or plasma. Canada Blood Services plans to open five paid plasma clinics, including one in Toronto, by 2025. This issue needs immediate attention and action. The public health community has raised concerns about Grifols Pharmaceuticals' plans to open a Toronto clinic. It's vital we protect vulnerable residents from exploitation by for-profit plasma collection companies offering cash for blood-plasma, a predatory practice. In brin…

On July 27, 2023, the City received a Zoning By-law Amendment application for 710 The West Mall to permit the construction of a 22-storey residential building containing 282 new dwelling units. The applicant appealed City Council's refusal of its application for the Zoning By-law Amendment, to the Ontario Land Tribunal on March 6, 2024. The City Solicitor requires further directions for upcoming Ontario Land Tribunal Case Management Conference scheduled for February 10, 2025.
