This Report recommends approval of the application to amend the Official Plan and Zoning By-law to permit the development of a 14-storey residential building at 1-11 Vinci Crescent. The proposed total gross floor area is 23,373.34 square metres with 299 residential units, resulting in a density of 7.03 times the lot area. A total of 126 vehicular parking spaces and 225 bicycle parking spaces are proposed. The official plan amendment is required to redesignate the lands from Neighbourhoods to Apartment Neighbourhoods. This report reviews and recommends approval of the application to amend the Official Plan Amendment and Zoning By-law Amendment application subject to a Holding provision. This Holding provision is to remain in place and restrict development on the site until such time as the owner has addressed servicing and stormwater management, land use compatibility, air quality, noise and vibration matters to the satisfaction of the City. The proposal with the inclusion of the holding provision is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. A related Rental Housing Demolition application has also been submitted as the propos…

A number of families have accepted the city’s encouragement to build laneway homes in Ward 11, whose only road access is via a public lane. However, the city does not provide snow clearing services to such lanes, creating serious access issues for their residents during severe winter weather. In 2026.IE29.1, City staff declined to recommend snow removal for the 2,744 public laneways in the City of Toronto, but did not provide any alternative solution for even pedestrian access to the comparatively small number of laneway houses. This motion is focussed on a small number of laneway houses whose residents had serious access issues during winter weather in 2025 and 2026.

More than half of Ward 11 residents do not have private vehicles and depend on transit and active transportation. Key transit arteries in Ward 11 include the busy Dundas, College, Bathurst and Spadina streetcar lines. International research has shown that Toronto streetcars are the slowest in the world, due primarily to the vehicles being stuck in mixed traffic and lacking appropriate transit priority. Transit priority measures (including signal changes, and parking and turn restrictions) that have been rolled out on Spadina, Bathurst and Dundas have demonstrated that considerable improvements are possible when transit gets the priority it deserves. Now it’s time to learn what is possible and achievable on College Street.

This report recommends approval of the Zoning By-law Amendment application, with a series of holding provisions, to permit a mixed use development of 845,000 square metres of gross floor area, comprising approximately of 756,000 square metres of residential gross floor area and 89,000 square metres of non-residential gross floor area (consisting of 64,000 square metres of existing non-residential gross floor area and 25,000 square metres of new non-residential gross floor area). New buildings will range from 6 storeys to 60 storeys. Approximately 9,250 dwelling units are proposed, including 10 percent of the residential gross floor area secured as affordable rental housing. The rental housing units would be secured through a social housing program under section 453.1 of the City of Toronto Act, 2006. These units will be administered by a non-profit housing provider and would be affordable for a minimum period of 25 years. The proposal would also provide three new public parks, public streets, mid-block connections, open spaces including privately owned publicly accessible spaces (POPS), and a Bio Corridor (open space along the District's eastern boundary), three child care facilit…
