The purpose of this report is to seek City Council's approval to execute the components of a New Deal with the Government of Ontario as described in the New Deal Term Sheet. On September 18, 2023, Premier Doug Ford and Toronto Mayor Olivia Chow announced a Working Group of senior public servants from the Government of Ontario and the City of Toronto with an objective of making recommendations to achieve long-term stability and sustainability of the City's finances. The Working Group provided recommended terms for an agreement, the " Ontario-Toronto New Deal Working Group - Term Sheet " on November 26, 2023. The term sheet includes a package of provincial supports to assist the City with its long-term financial plan as well as commitments required of the City. The term sheet also outlines expected supports from the federal government. This report summarizes the New Deal term sheet and requests Council authority to advance next steps in the implementation of the Toronto-Ontario New Deal. City staff will continue to seek authorities from City Council as required in specific areas identified in the term sheet. The City Manager will report back on implementation progress on the New Dea…

As City Councillors, we often find ourselves overwhelmed with agenda items and supporting documents. Although the Clerk’s Meeting Portal - which is an incredible software - and devices have been provided to us, navigating the numerous documents online has been challenging and we know that a technology-only approach does not work for everyone. Our past process of providing printed materials was understandibly discontinued, during the pandemic, however the practice continued post-pandemic without consulting members. This has resulted in decentralizing the practice and staff from the Mayor’s office as well as several Councillor’s offices have had to take hours of time to print, collate, and prepare binders for Boards, Committees, and City Council. We need a more balanced approach that is considerate of the impacts on accessibility, vision health, and reducing screen time. Instead of eliminating this service outright, while recognizing our commitment to environmental responsibility, we are proposing that City Council revisit the method of distributing materials for decision making bodies supported by the City Clerk’s office as optional and on a by-request basis…

Councillor Stephen Holyday, Ward 2, Etobicoke Centre, has submitted the following Administrative Inquiry: I am submitting this Administrative Inquiry under Municipal Code S27-7.11 for the December 13, 2023 meeting of City Council. I am requesting answers to the following questions: - What is the most recent assessment by staff of the total cost of renaming Dundas Street? Specifically, (a) what are the total costs that staff estimate will have to be paid by the city, the province, businesses and residents, if the city proceeds with changing the name of the street; and (b) what is the total cost, to date, for past spending on the renaming project, including but not limited to payments for consultants, community consultations, Community Advisory Committee meetings, honoraria, speakers, etc.? - How have staff incorporated information published in three peer-reviewed articles about Henry Dundas in the last two years into the information provided to the Mayor and Councillors? Specifically, what steps have staff taken to inform the Mayor and Councillors about the analysis of Professor Angela McCarthy in three articles published in the peer-reviewed journal Scottish Affairs in 2022 and 20…
